Children & Adolescent Services
At Victory Healthcare Services, we believe every child deserves to thrive — at home, at school, and in their community. Our name is not accidental. Victory is what we work toward — with every family we serve, every goal we set, and every life we help rebuild.

Psychiatric Rehabilitation Program (PRP) — Minor

What Is PRP for Children and Youth?
The Psychiatric Rehabilitation Program (PRP) for Minors is a structured, goal-directed community program for children and adolescents (ages 5–17) experiencing serious emotional or behavioral challenges. PRP for Minors is not traditional therapy — it is an active, skills-based program that helps young people function better at home, in school, and in the community.
Governed by Maryland COMAR 10.21.29, the program focuses on reducing specific behavioral impairments and restoring age-appropriate life skills — so young people can remain in their home environment rather than be placed in more restrictive settings.
What PRP for Minors Focuses On
|
Life & Social Skills |
Building age-appropriate communication, decision-making, relationship boundaries, and daily living skills. |
|
School & Community |
Increasing school attendance, engagement, and performance. Connecting to community resources. |
|
Family Involvement |
Actively engaging parents and caregivers as partners in the youth’s recovery plan. |
|
Behavioral Restoration |
Reducing functional behavioral impairments and rebuilding baseline skills through structured, outcome-focused interventions. |
How It Works
- Individualized Treatment Plan (ITP) developed with the youth, family, and treatment team
- Services delivered in-clinic, at home, at school, or in the community — wherever the youth needs them
- Activities for minors are strictly separate from adult program activities (per state regulation)
- 24/7 staff availability by phone for support and crisis intervention
- Regular outcome monitoring and plan reassessment
